Application for personal identification number

According to new passport regulations of 1 December 2006, applications for a personal identification number for children born abroad must be forwarded via the nearest Norwegian Embassy to the Norwegian Tax Authority who issues the personal identification number.

Passport legislation requires the applicant’s entire 11-digit identification number to be stated in the passport.  The identification number is a combination of the applicant’s birthdate and a 5-digit personal number. 

In order to apply for a personal identification number for a child parents are required to personally bring the following documents to the Embassy: 

Parents’ passport, legalized original birth certificate, legalized original marriage certificate and legalized translations into English.  If the documents are to be used abroad (Norway), they need to be legalized by the Foreign Ministry of the issuing country.  In some cases the Norwegian tax authority will require DNA-testing of the applicant and the parents. 

If the applicant previously held a Norwegian passport without a personal identification number, a copy of the old passport should also be submitted. 

Norwegian citizens or individuals born or adopted in Norway, who have been registered residents in Norway, may obtain a birth certificate from the local authority in their area of residence.  For birth certificates in other languages than French, English or German, an authorized translation is required. 

Information regarding personal identification numbers will be sent from the Embassy in a letter. According to internal security routines, electronic mail or fax are not viable means of communication in cases regarding personal identification numbers.  Processing time for applications is normally around six weeks, but may in some cases take longer.
